Colossal Order's 2023 sequel simulates every citizen as an agent with a household, a job, an education level and a daily route between them. Twenty milestones gate progress from Tiny Village to Megalopolis, handing out 432 expansion permits and 232 development points along the way. The Economy 2.0 patch reworked rent, production and taxation after launch, so a lot of the advice written in the first months no longer matches the game.

Phase 1: Getting Started (Lakeland)

European theme with a cold climate swinging roughly from minus 15 to 26 degrees, plenty of flat land and extensive grain resources around the lakes. Heating demand in winter is the main thing to plan for.

Level/Difficulty: First city, beginner friendly Key Rewards: Grain fields, abundant fresh water, wide flat building room

What to Do in Lakeland

  1. Learn Agent based citizen simulation. Each citizen carries a home, a workplace, an education level and a route, and traffic is the sum of those individual routes rather than an abstract flow. Spend your first session getting comfortable with this.
  2. Pick Farming region as your starting build. See our builds guide for why.
  3. Start with one two lane road off the highway connection and zone shallow along it. Deep zoned blocks create buildings that back onto nothing, and citizens who cannot reach a bus stop will drive instead, which is where early traffic problems begin.
  4. Acquire your first equipment upgrade: Water Pumping Station or whatever's available.
  5. Clear all main content before moving on.

Phase 2: Early Game (Sweeping Plains)

North American theme with a temperate climate and mostly flat terrain, which removes almost every terrain excuse for a bad road layout. Resources are moderate rather than rich.

Level/Difficulty: First city, beginner friendly Key Rewards: Flat unrestricted building space, mild climate, easy highway access

What to Do in Sweeping Plains

  1. Work on Milestones and expansion permits. Twenty milestones run from Tiny Village to Megalopolis, and clearing all of them grants 432 expansion permits plus 232 development points. This system becomes critical from here on.
  2. Farm for Water Pumping Station if you haven't already. It's the key upgrade for this phase.
  3. Spend your first development points on the elementary school and medical clinic branches. Uneducated citizens can only fill basic industry jobs, and a city stuck at low education imports every processed good it needs at full price.
  4. Complete all objectives before pushing to Barrier Island.
  5. Consider whether Forestry town might suit your playstyle better than Farming region.

Phase 3: Mid Game (Barrier Island)

North American theme with a warm coastal climate and fish resources offshore. Land is split by water, so bridges and ferry routes become part of the plan rather than decoration.

Level/Difficulty: Second or third city Key Rewards: Fishing industry, ship connections, coastal land value

What to Do in Barrier Island

  1. Master Development tree upgrades. Development points unlock service buildings and upgrade branches such as extra school capacity or additional landfill cells. This unlocks a new layer of gameplay.
  2. Start working toward Coal Power Plant. It's the best equipment and becomes accessible around now.
  3. Taxation is set per education level and per industry type, not as one slider. Raising rates on well educated office workers while keeping industry low is how you fund services without triggering a move out wave.
  4. This area is the main skill check. If you can clear it, you're ready for late game.
  5. Start investing in Production chains and outside trade for the tactical depth you'll need going forward.

Phase 4: Late Game (Great Highlands)

European theme with a cool climate and mountainous terrain that limits buildable space badly. Forest resources are strong, which makes it the natural forestry map if you can handle the slopes.

Level/Difficulty: Experienced builders Key Rewards: Heavy forest cover, dramatic terrain, forestry specialisation

What to Do in Great Highlands

  1. Finalize your build. You should be running Forestry town or Farming region with optimized gear.
  2. Coal Power Plant should be your primary. If you don't have it yet, prioritize getting it.
  3. Every expansion permit buys exactly one tile and the twenty milestones only ever hand out 432 of them. Prioritise tiles containing grain, ore, oil, forest or an outside connection over tiles that merely look flat and scenic.
  4. Land value and pollution optimization starts here. Small improvements compound into massive advantages.
  5. Farm this area for the resources needed to push into Waterway Pass.

Phase 4 Checklist

Phase 5: Endgame (Waterway Pass)

North American theme with an extreme climate range from about minus 5 to 36 degrees and a large buildable area along a river passage. Power demand swings hard in both directions across the year.

What to Do in Waterway Pass

  1. Waterway Pass tests everything. Come prepared with your best build and gear.
  2. Traffic runs on real pathfinding, so one badly placed intersection near an industrial area backs up an entire district. Build a dedicated freight route to the highway before you consider widening anything.
  3. The endgame loop: run Waterway Pass, optimize gear, push harder content.
  4. Experiment with Office and services hub for a fresh take once you've mastered the standard builds.

Common Progression Mistakes

  • Zoning high density before land value can support it, which leaves plots empty or buildings levelling back down while you wonder why demand looks strong.
  • Buying map tiles for the view. Permits are finite, and a tile with no resource and no outside connection adds service upkeep without adding income.
  • Treating every jam as a road width problem. Adding lanes to a junction everybody routes through just relocates the queue a hundred metres further back.
  • Siting a landfill or coal plant upwind of housing. Ground and air pollution crush land value, and citizens move out well before the health icons look alarming.
  • Following launch era guides. Economy 2.0 changed rent, production and taxation, so the old budget numbers and tax rate advice no longer line up with the current build.
