Hearts of Iron IV is Paradox Interactive's World War II grand strategy game where you control any nation from 1936-1948, managing production, research, diplomacy, and military operations. Unlike tactical WWII games, HOI4 operates at the strategic level — you design division templates, build factories, plan offensives across entire fronts, and manage air and naval superiority. The national focus tree system lets you explore alternate history: What if the UK went communist? What if Germany restored the Kaiser? With hundreds of mods and one of the most active modding communities in strategy gaming, HOI4 is endlessly replayable.
Your choice of equipment defines your damage output and playstyle. This guide ranks every major option, explains what makes each one strong, and tells you which builds they pair best with.
Equipment Rankings
| Equipment | Tier | Best For | Notes |
|---|---|---|---|
| Heavy Tank | S | Tank Division for unbreakable offensive spearheads | The most armored ground vehicle, nearly immune to infantry attacks when its armor value exceeds enemy piercing. |
| Fighter Plane | A | All nations — air superiority is the foundation of military success | Air superiority fighters are the most important plane type. |
| Submarine | A | Germany for convoy raiding in the Battle of the Atlantic | Submarines interdict enemy convoys, cutting supply and resource shipments. |
| Battleship | B | Naval powers (UK, USA, Japan) for sea zone control | The most powerful surface warship with massive gun batteries. |
| Nuclear Bomb | B | USA or any nation with late-game nuclear research capability | The ultimate weapon, requiring uranium enrichment and nuclear research. |
S-Tier: Heavy Tank
The most armored ground vehicle, nearly immune to infantry attacks when its armor value exceeds enemy piercing. Heavy tanks are slow but unstoppable against nations without anti-tank weapons. Best used by Germany and USSR who can afford the industrial cost. One heavy tank division can hold an entire front sector.

| Tier | S |
| Best For | Tank Division for unbreakable offensive spearheads |
| Key Mechanic | division templates |
| Recommended Build | Infantry Division |
How to get it: Available from mid-game onward. See our walkthrough for the exact progression point.
Best builds using Heavy Tank: Pairs naturally with Infantry Division thanks to stat scaling synergies.
A-Tier: Fighter Plane
Air superiority fighters are the most important plane type. Air superiority gives +20% combat effectiveness to your troops and -20% to the enemy — a 40% swing. Fighter production should be your air force's top priority. Without fighter superiority, your ground forces fight at permanent disadvantage.

A-Tier: Submarine
Submarines interdict enemy convoys, cutting supply and resource shipments. Germany's U-boat strategy can starve Britain of resources and manpower. Subs are cheap and effective in wolf packs. Countered by destroyers with sonar, creating a cat-and-mouse naval game.

B-Tier: Battleship
The most powerful surface warship with massive gun batteries. Battleships dominate naval combat but are extremely expensive to build (1-2 years of dockyard time). Essential for nations needing naval supremacy (UK, Japan, USA). One battleship group controls an entire sea zone.

B-Tier: Nuclear Bomb
The ultimate weapon, requiring uranium enrichment and nuclear research. Nuking a province causes massive infrastructure and factory damage plus division strength reduction. Historically, nuclear bombs ended the Pacific war. In-game, they break stalemates by destroying hardened defenses.

Equipment Progression Path
The order you should acquire equipment as you progress:
- Starting gear → Enough to clear Western Front
- Fighter Plane → Your first real upgrade, available early
- Submarine → Mid-game upgrade with good scaling
- Heavy Tank → Best-in-slot, aim for this by late game
- Upgrade to max → The power spike from max upgrades is enormous
Equipment Tips
- Always upgrade your primary equipment before diversifying — one strong option beats three mediocre ones.
- Match your equipment to your build's stat priorities for maximum scaling.
- 20-width infantry with support companies (Engineer, Artillery, Recon, Anti-Air) hold any defensive line. Build 80-120 of these before anything else — they're cheap and effective.
- Check our tier list for how equipment rankings affect overall build effectiveness.
