Civilization III Complete bundles the 2001 original with the Play the World and Conquests expansions, which is what pushes the playable roster to 31 civilizations, adds Feudalism and Fascism to the government list and ships nine standalone historical scenarios. This is the entry where culture first became a border weapon and where corruption, not army size, decides how large an empire you can actually run.
Your choice of equipment defines your damage output and playstyle. This guide ranks every major option, explains what makes each one strong, and tells you which builds they pair best with.
Equipment Rankings
| Equipment | Tier | Best For | Notes |
|---|---|---|---|
| Spearman | S | Escorting Settlers and garrisoning frontier cities before Feudalism. | The first real defender and the reason early rushes fail. |
| Legionary | A | Ancient era conquest where you intend to hold the captured cities rather than raze them. | Rome's unique unit, replacing the Swordsman with a better defensive value at the same attack. |
| Musketman | A | Holding a border through the medieval and renaissance transition, once Saltpeter is secured. | Gated entirely behind Saltpeter. |
| Cavalry | B | Punishing a neighbour who teched instead of building defenders. | The classic mid-game hammer, fast enough to reach a city and retreat from a losing fight. |
| Modern Armor | B | Closing out a domination game where the opponent still fields infantry. | The endpoint of the armour line and dependent on Oil, Rubber and Aluminum being connected at once. |
S-Tier: Spearman
The first real defender and the reason early rushes fail. A fortified Spearman on a hill behind walls holds off ancient attackers that look far stronger on paper, and it upgrades into the Pikeman line.

Best builds using Spearman: Pairs naturally with Rome thanks to how their stat scaling lines up.
A-Tier: Legionary
Rome's unique unit, replacing the Swordsman with a better defensive value at the same attack. That extra point is what turns a raiding unit into an occupying one, and a Legionary victory triggers Rome's Golden Age.

Equipment Progression Path
The order you should acquire equipment as you progress:
- Starting gear → Enough to clear Pangaea
- Legionary → Your first real upgrade, available early
- Musketman → Mid-game upgrade with good scaling
- Spearman → Best-in-slot, aim for this by late game
- Upgrade to max → The power spike from max upgrades is enormous
Equipment Tips
- Always upgrade your primary equipment before diversifying. One strong option beats three mediocre ones.
- Match your equipment to your build's stat priorities for maximum scaling.
- Trigger your Golden Age deliberately. It lasts 20 turns and adds a shield and a commerce to already-productive tiles, so firing it during a wonder build in the industrial era is worth several times what an ancient-era skirmish gives you.
- Check our tier list for how equipment rankings affect overall build effectiveness.
