Romance of the Three Kingdoms XI is Koei's 2006 grand strategy game, and the Steam release from 16 January 2018 bundles it with the Power Up Kit expansion. It is the entry most series veterans point to as the tactical high water mark, because the whole of China sits on one continuous gridded map and armies march across it in real space rather than resolving in an abstract battle screen. You build farms, markets, barracks, smithies and stables directly onto the terrain, then defend them with turrets, camps and stone walls placed on the same grid. Buy it with your eyes open on one point: the Steam version supports Japanese and Traditional Chinese only, with no English interface or audio, so English speaking players rely on community translation patches. That single fact does more to decide whether you enjoy it than any tactical consideration.

Your choice of equipment defines your damage output and playstyle. This guide ranks every major option, explains what makes each one strong, and tells you which builds they pair best with.

S-Tier: Spear troops

Produced at the smithy and the answer to cavalry. Spear strategies can confuse a target with Rush, and the Power Up Kit strengthened the trap effect when spearman strategies destroy troops.

Best builds using Spear troops: Pairs naturally with Cao Cao thanks to how their stat scaling lines up.

A-Tier: Pike troops

Weaker attack, stronger defence, and able to hit multiple opponents at once. Pikes beat spears and fold to cavalry, and their upgrade tree includes Arrow Shields for a thirty per cent chance to avoid arrows and Large Shields for a thirty per cent chance to avoid normal attacks.

A-Tier: Cavalry

Three distinct jobs. Rams do heavy damage to a city's hit points but cannot attack units at all. Juggernauts set fires as well as dealing solid damage. Towers hit troops inside a city and can also engage units in the field.

Equipment Progression Path

The order you should acquire equipment as you progress:

  1. Starting gear → Enough to clear Luo Yang
  2. Pike troops → Your first real upgrade, available early
  3. Cavalry → Mid-game upgrade with good scaling
  4. Spear troops → Best-in-slot, aim for this by late game
  5. Upgrade to max → The power spike from max upgrades is enormous

Equipment Tips

  • Always upgrade your primary equipment before diversifying. One strong option beats three mediocre ones.
  • Match your equipment to your build's stat priorities for maximum scaling.
  • The Steam release supports Japanese and Traditional Chinese only. There is no English interface or audio at all, so budget an evening for a community translation patch before you start a serious campaign.
  • Check our tier list for how equipment rankings affect overall build effectiveness.
