Detailed Builds Analysis
Stealth Sniper (S-Tier)
The strongest build using Agility and Perception. Sneak multiplier (3.5x-5.1x with Ninja) combined with high-damage sniper rifles one-shots most enemies. Silenced weapons maintain stealth between shots. The game's enemies rarely detect you at high Sneak levels.
Best with: Overseer's Guardian (.308 Receiver, Suppressor), Shadowed Leather Armor Stat focus: Agility 7+ > Perception 7+ > Luck (crits)
Heavy Gunner (A-Tier)
Strength-focused build using miniguns, Gatling lasers, Fat Man, and missile launchers. Power Armor compensates for low Agility. The Heavy Gunner perk adds up to 100% damage. Not subtle but devastatingly effective.
Best with: Final Judgment (Gatling Laser), Full X-01 Power Armor, Fusion Cores Stat focus: Strength 9+ > Endurance 5+ > Intelligence (crafting)
Melee Blitz (S-Tier)
Uses the Blitz perk (teleport to enemies in VATS from range) with high-damage melee weapons. Rooted (bonus damage while standing still) and Big Leagues (melee damage) stack for one-shot kills. Stealth melee with Ninja perk deals 10x damage.

VATS Gunslinger (S-Tier)
Luck and Agility build using pistols in VATS. The Deliverer (silenced 10mm) has extremely low VATS cost, allowing 8+ shots per AP bar. Critical banking (Luck perks) lets you chain guaranteed crits. Fastest VATS build in the game.

Explosives Expert (A-Tier)
Uses the Spray n' Pray (explosive SMG), Big Boy (MIRV Fat Man), and grenade launcher for AoE destruction. Demolition Expert perk adds up to 100% explosive damage. Collateral damage to companions and settlements is a constant risk.

Equipment Analysis
Overseer's Guardian: A Combat Rifle with the Two Shot legendary effect (fires two projectiles). Purchasable from Vault 81's vendor for ~3,000 caps. Upgrade to .308 receiver for maximum damage. The best non-unique weapon in the game, available early if you rush Vault 81.
Deliverer: A silenced 10mm pistol from the Railroad quest Tradecraft. Extremely low VATS AP cost (18 vs 25+ for other pistols) allows more shots per VATS cycle. Perfect for VATS Gunslinger builds. Available relatively early.
Spray n' Pray: An SMG with the Explosive legendary effect purchased from Cricket (traveling merchant). Every bullet explodes on impact, dealing AoE damage. Devastating against groups but damages you at close range. Ammo (.45) is abundant.
Big Boy: A Fat Man with the Two Shot effect purchased from Arturo in Diamond City. Fires two Mini Nukes simultaneously. The MIRV modification splits each nuke into multiple warheads. The most destructive weapon in the game.
Kremvh's Tooth: A unique sacrificial blade found in Dunwich Borers (a Lovecraftian dungeon). The sacrificial blade mod can be transferred to any machete for high poison and bleed damage. One of the best melee weapons available early.
Meta Analysis
The current meta in Fallout 4 centers on VATS targeting and settlement building. Builds that leverage both systems outperform those that focus on only one.
What's strong right now:
- Stealth Sniper with Overseer's Guardian is the benchmark. Everything else is measured against it.
