Fallout Shelter is not a Fallout role-playing game. Bethesda built it as a free-to-play vault management sim for phones in 2015 and brought it to Steam on 29 March 2017, so there is no first-person shooting, no dialogue and no open world to walk around: you dig rooms into rock, assign dwellers to jobs by SPECIAL stat, and keep power, food and water above the red line. Fights resolve on their own when raiders force the vault door or a radroach nest spreads, which makes staffing and layout the actual game.
This walkthrough takes you from your first session to endgame content. Each phase has specific goals, priorities, and milestones. New to the game? Start with our beginner's guide first.

Phase 1: Getting Started (Power Generator)
Available from the moment the vault opens and driven by Strength. Power failures cut off rooms furthest from the entrance first, so this is the room to merge and upgrade before anything else.
Level/Difficulty: Available at the start, no dweller requirement Key Rewards: Vault-wide power, and the upgrade path toward the Nuclear Reactor later on
What to Do in Power Generator
- Learn SPECIAL job assignment. Every production room is tied to one SPECIAL letter, and the assigned dwellers' combined score in that stat sets how fast the room cycles. Spend your first session getting comfortable with this.
- Pick Perception Water Tech as your starting build. See our builds guide for why.
- Match dwellers to rooms by their single best SPECIAL letter and ignore the rest. A dweller with 7 Strength in the Power Generator outproduces a balanced dweller with 4 in everything, because cycle speed keys off the room's own stat and nothing else.
- Acquire your first equipment upgrade: Vengeance or whatever's available.
- Clear all main content before moving on.

Phase 2: Early Game (Storage Room)
Unlocks at 12 dwellers and raises the cap on how many weapons, outfits and junk items the vault can hold. Running out of storage silently stops wasteland finds from being kept, which new players usually notice far too late.

What to Do in Storage Room
- Work on resource production cycles. Power, food and water tick down constantly and each production room refills its own bar on a timer. This system becomes critical from here on.
- Farm for Vengeance if you haven't already. It's the key upgrade for this phase.
- Merge before you expand. Three identical adjacent rooms combine into one larger room with more slots, and each room takes two upgrades. A merged and fully upgraded Diner feeds more dwellers than three separate unmerged ones and costs less power.
- Complete all objectives before pushing to Medbay.
- Consider whether Strength Power Crew might suit your playstyle better than Perception Water Tech.

Phase 3: Mid Game (Medbay)
Unlocks at 14 dwellers and produces stimpaks on an Intelligence-driven cycle. Every wasteland run consumes stimpaks, so this room quietly gates how far your explorers can go.
Level/Difficulty: Unlocks at 14 dwellers Key Rewards: Stimpak production, and the paired Science Lab at 16 dwellers for RadAway
What to Do in Medbay
- Master room merging and upgrades. Up to three identical rooms placed side by side merge into one larger room with more dweller slots, and each room can be upgraded twice for better output. This unlocks a new layer of gameplay.
- Start working toward Dragon's Maw. It's the best equipment and becomes accessible around now.
- Build production high and living space low. When power runs short the vault cuts off rooms furthest from the entrance first, so a Power Generator buried at the bottom of a deep vault will brown out the rooms you most need running.
- This area is the main skill check. If you can clear it, you're ready for late game.
- Start investing in wasteland exploration for the tactical depth you'll need going forward.
Phase 3 Checklist

Phase 4: Late Game (Overseer's Office)
Unlocks at 18 dwellers and opens the quest system, letting you send parties of three out to scripted locations rather than aimless exploration. Quests are the main free source of Nuka-Cola Quantum and lunchboxes.

What to Do in Overseer's Office
- Finalize your build. You should be running Strength Power Crew or Perception Water Tech with optimized gear.
- Dragon's Maw should be your primary. If you don't have it yet, prioritize getting it.
- Only rush production with high-Luck dwellers in the room. Rushing speeds up a cycle but a failed rush triggers an incident on the spot, and Luck is the stat that decides the odds. Repeated rushing in a low-Luck room is how a small fire becomes a vault-wide one.

- Farm this area for the resources needed to push into Nuka-Cola Bottler.
Phase 4 Checklist

Phase 5: Endgame (Nuka-Cola Bottler)
The last room in the build list, driven by Endurance, and the only one that produces food and water from a single room. It arrives so late that most vaults have long since solved their resource problems by other means.
Level/Difficulty: Final unlock, gated behind a very large population Key Rewards: Combined food and water output, freeing floor space used by separate Diner and Water Treatment blocks
What to Do in Nuka-Cola Bottler
- Nuka-Cola Bottler tests everything. Come prepared with your best build and gear.
- Train Endurance to maximum before you level a dweller. Health gained per level is calculated from Endurance at the time of levelling and dwellers start at 105 health, so an explorer trained late permanently has a smaller health pool than one trained early.
- The endgame loop: run Nuka-Cola Bottler, optimize gear, push harder content.
- Experiment with Charisma Radio Operator for a fresh take once you've mastered the standard builds.

Common Progression Mistakes
- Expecting a Fallout RPG and being surprised there is no aiming, dialogue or open world
- Assigning dwellers by overall level rather than by the one SPECIAL stat the room actually uses
- Building single rooms across the whole vault instead of merging three and upgrading
- Rushing every production cycle until a failed rush starts a fire that spreads through the power block
- Sending an untrained dweller into the wasteland with three stimpaks and losing both the dweller and the gear
