Fallout Shelter is not a Fallout role-playing game. Bethesda built it as a free-to-play vault management sim for phones in 2015 and brought it to Steam on 29 March 2017, so there is no first-person shooting, no dialogue and no open world to walk around: you dig rooms into rock, assign dwellers to jobs by SPECIAL stat, and keep power, food and water above the red line. Fights resolve on their own when raiders force the vault door or a radroach nest spreads, which makes staffing and layout the actual game.

Your choice of equipment defines your damage output and playstyle. This guide ranks every major option, explains what makes each one strong, and tells you which builds they pair best with.

S-Tier: Dragon's Maw

The highest single-shot damage in the game at 22 to 29, averaging 25.5. It cannot be found or awarded from missions and must be crafted in the Weapon Workshop, so it is a long-term project rather than a lucky drop.

Equipment Progression Path

The order you should acquire equipment as you progress:

  1. Starting gear → Enough to clear Power Generator
  2. Vengeance → Your first real upgrade, available early
  3. MIRV → Mid-game upgrade with good scaling
  4. Dragon's Maw → Best-in-slot, aim for this by late game
  5. Upgrade to max → The power spike from max upgrades is enormous

Equipment Tips

  • Always upgrade your primary equipment before diversifying. One strong option beats three mediocre ones.
  • Match your equipment to your build's stat priorities for maximum scaling.
  • Match dwellers to rooms by their single best SPECIAL letter and ignore the rest. A dweller with 7 Strength in the Power Generator outproduces a balanced dweller with 4 in everything, because cycle speed keys off the room's own stat and nothing else.
