Yes. Three AI Ghosts fill the squad and they execute sync shots on any target you mark, though they will not move to find line of sight on their own. Co-op with three other players is smoother for coordinated assaults, but nothing in the campaign requires it.

Start in Itacua at one star and move to Ocoro at two, then work outward as your skills and weapons improve. Five star provinces like Media Luna and Flor de Oro are late game content for missions, but their weapon cases can be collected on a stealth raid at any level.

Each of the four branches has buchones in the provinces, an underboss above them and a division head above that. Kill enough buchones to expose the underboss, kill both to expose the head, and repeat for Security, Production, Smuggling and Influence. Only then does El Sueno's own mission open.
